Key Responsibilities

Under the supervision of the Executive Director, Corporate Services Division, this position is responsible for the management of associated personnel and the oversight of the Regina Police Service’s facilities, custodial, fleet, and purchasing services, and other asset management functions.

 

(1)      Develop and manage detailed operating and maintenance plans for the fleet, custodial and facility operations; and other asset management functions. 
(2)      Develop, implement, and oversee comprehensive operating and maintenance plans for all facilities, fleet, custodial services, and other managed assets.
(3)      Works with the Fleet, Custodial, and Facilities supervisors on issues regarding procurement, disposal, accounting, vehicle, buildings and equipment specifications and maintenance policies and procedures. 
(4)      Reviews, negotiates, approves and implements new and/or existing service, maintenance contracts, and lease agreements for all Regina Police Service vehicles and facilities.
(5)      Accountable for the strategic management and oversight of all facilities and fleet assets, including space utilization, operational efficiency, and long-term life cycle planning.
(6)      Manages projects of varying complexity related to facilities, fleet and asset management.
(7)      Plan for and implement physical security, video security, and access controls for RPS facilities. 
(8)      Lead fleet, facility, security and asset management software selection, implementation, training and use. 
(9)      Integrate and align asset management practices with other corporate processes such as long term financial planning, annual business planning, budgeting and project management processes.
(10)    Manage relationships with key internal and external stakeholders (including municipal and provincial government partners) to secure necessary resources and promote continuous improvement of  asset management best practices.
(11)    Plan, organize, direct, control and evaluate the purchasing activities of the Service.    
(12)    Leads or participates in various internal committees, including the Occupational Health & Safety Committee, Equipment Board, and Collision Review Board. 
(13)    Performs other related duties as assigned.

Competencies

(1)      Bachelor degree in Engineering, Accounting, Business Administration or a related discipline. Project Management or Occupational Health and Safety certification would be an asset. 
(2)      Four to six years’ experience in a managerial role with progressive responsibility.  Experience in the management of construction projects, facilities, fleet, and procurement would be an asset.   
(3)      Knowledge of Occupational Health & Safety legislation. 
(4)      Knowledge of the principles of management accounting, budgets, project management and internal control systems. 
(5)      Excellent communication skills (written and oral) and interpersonal relationships with internal and external stakeholders. 
(6)      Advanced computer skills, including the ability to work with word processing, spreadsheet and database software. 
(7)      Must be able to pass security screening process.
