Key Responsibilities


Under the direction of the Manager i/c the Analysis Unit, provides research, statistical, and analytical support to inform daily operations, deployment strategies, programs, fiscal administration, and organizational performance.


(1)     Compiles, validates, and analyzes data related to calls for service, crime, operational activities, and administrative functions to support timely decision-making and organizational planning. 
(2)     Offers analytical support and guidance to other staff in the Analysis Unit, the Executive Team, and other units as required. 
(3)     Provides input and guidance for the development of databases and reports related to organizational performance evaluation. 
(4)     Queries and extracts RMS, CAD, and other data for analysis of crime, traffic, and organizational performance.
(5)     Develops standardized search and extraction methodologies and provides advice and assistance related to research and data for regular reporting, operational planning, and special projects.
(6)     Creates accurate analysis reports with visualizations using tools such as Power BI and Excel to clearly communicate findings and trends. 
(7)     Advances consistent and standardized statistical reporting and reviews business rules and processes to support continuous improvements and alignment with standards. 
(8)     Keeps detailed records and develops instructions for queries and searches so that datasets are reliable and replicable.
(9)     Works with ITS staff to create and develop processes to extract data and statistics for unique and isolated requests for information.
(10)   Conducts standardized extraction and analysis of organizational workload data for use in service delivery planning, resource deployment, and unit performance monitoring. 
(11)   Applies queue-modeling methodology using MPP to evaluate workload demand, staffing requirements, and shift scheduling options, and prepares scenario analyses to support strategic and operational decisions. 
(12)   Analyzes exceptions and errors found in data, identifies issues, and reports on results and solutions.
(13)   Gathers performance data for comparison and analysis as part of strategic planning, business planning, and budgetary processes.
(14)   Benchmarks workload and performance indicators against comparable agencies and policing standards. 
 

Competencies

(1)     Minimum 3 years of relevant experience combined with an Undergraduate degree in a field related to data analysis, social science, or comparable discipline. Graduate level education or a combination of education and relevant analytical experience is preferred. 
(2)     Demonstrated understanding of planning and research concepts, data collection and analysis statistical methods, sampling techniques, and principles of compiling, interpreting, and presenting qualitative and quantitative data. 
(3)     Knowledge of police practices, operations, and organizational mission, vision, values and priorities. 
(4)     Advanced critical thinking and analytical skills with the ability to independently analyze complex data and make sound, informed decisions. 
(5)     Highly developed and demonstrated analytical, research, and problem solving skills.
(6)     Excellent organizational skills including the ability to balance numerous tasks and projects while maintaining attention to detail. 
(7)     Proficient with Microsoft office applications including Word, PowerPoint, and publishing tools, along with Adobe products. 
(8)     Knowledge of police data sources, data structures, and data availability.
(9)     Skilled in detailed and methodical work having superior analytical abilities including advanced knowledge of Microsoft Excel analytical functions, experience with data visualization software such as Power BI, and knowledge of, or the ability to learn the use of statistical software, mapping software, and databases.
(10)   Strong verbal and written communication skills, presentation skills, and a demonstrated ability to develop clear and analytical reports and provide effective presentations. 
(11)   Ability to collaborate with internal and external individuals and groups to translate analytical findings into practical strategies, process improvements, workload efficiencies, and effective use of organizational technology and applications. 
(12)   Ability to provide leadership in analytical practice by guiding others in data interpretation, problem solving approaches, and evidence-informed decision making. 
(13)   Maintains high levels of professionalism, discretion, and confidentiality.
