Key Responsibilities

 

Under the direction of the Manager i/c Analysis Unit, conducts internal and external research to support evidence-based decision-making; analyzes and interprets data from various systems to identify trends, issues, and opportunities; reviews current research and operational practices to identify efficiencies and recommend process improvements; supports strategic and business planning, special projects, and operational initiatives with actionable insights; and assists in the development and implementation of innovative, data-informed practices. Prepares and presents findings and recommendations to various audiences, including senior leadership and the Board.

 

1.    Supports critical decision-making by gathering and analyzing information, researching best practices, consulting with police and non-police agencies, attending courses, seminars, and conferences. Develops recommendations on policing practices, programs, service delivery programs, and business processes that align with the strategic direction of the Regina Police Service (RPS).
2.    Compiles, analyzes, and interprets data related to community demographics, crime statistics, calls for service, criminal and non-criminal occurrence information, traffic, operational activity, and administrative functions. Prepares reports that summarize findings and provides actionable recommendations to inform senior management decision-making.
3.    Liaises with universities, research institutes, and other police service research and planning sections to share methodologies, best practices, and data. Participates in internal and external committees and working groups to contribute analytical expertise and support collaborative initiatives.
4.    Analyzes Statistics Canada (CCJS) crime data and conducts comparative analyses at the local, provincial, regional and national levels. Identifies, evaluates, and applies appropriate data sources, with attention to relevance, reliability, validity and limitations.
5.    Maintains a current knowledge and understanding of emerging issues affecting policing services and resources. Evaluates long and short term policing needs/priorities and develops corresponding strategies.
6.    Leads and supports strategic and business planning processes, including conducting environmental scans, engaging consultants and facilitators, organizing stakeholder input sessions, summarizing results, drafting and publishing plans, and ensuring compliance with legislative requirements. Monitors plan implementation and evaluates effectiveness.
7.    Acts as a resource for the Analysis Unit and other RPS employees to provide support and guidance in the preparation of reports, documents and presentations to ensure alignment with best practices and the strategic vision.
8.    Responds to ad hoc data and information requests from internal and external stakeholders. Gathers, analyzes, and interprets data to provide timely, accurate, and relevant insights to support operational needs, presentations, or decision-making.
9.    Assisting in the design, administration, and analysis of internal and external surveys to evaluate organizational performance and satisfaction.
 

10.  Supports public initiatives such as community consultations, annual reporting, and other events as required.
11.  Provides analytical and strategic support for major projects such as organizational reviews and long term planning projects. Collaborates with internal teams to strategic timely and effective execution of project goals and deliverables.
12.  Communicates with internal and external stakeholders requesting data and/or analysis. Clarifies information needs, assesses data availability, and structures outputs to meet request objectives and align with appropriate analytical standards.
 

Competencies


1.    Bachelor’s degree in criminology, sociology, public administration, data science or a related field; Master’s degree preferred.
2.    Minimum of 3 years experience  in research concepts and methodologies, data collection and analysis, statistical methods, evaluation processes, sampling preferably within a policing or public sector environment.
3.    Demonstrated ability to collect, analyze, interpret, and present both qualitative and quantitative data to support strategic decision-making.
4.    Strong critical thinking skills and a high degree of independent judgement and decision-making. Thinks creatively and strategically when making complex decisions.
5.    Comfortable working with databases, spreadsheets, and other analytical tools.
6.    Excellent organizational skills including the ability to balance numerous tasks and projects.
7.    Advanced skills in using Word, PowerPoint, Adobe, Power Point.
8.    Experience with Canva or other data visualization tools.
9.    Familiarity with police operations, organizational structures, and law enforcement data sources.
10.  Knowledge of, or ability to learn the use of statistical software, mapping software, spreadsheets and databases.
11.  Ability to apply research findings and evidence-based strategies to local policing needs.
12.  Superior communication and interpersonal skills, presentation skills, and a demonstrated ability to explain complex information clearly to various audiences.
13.  A high level of proficiency in preparing and writing concise information in: memorandums, business and strategic plans, annual reports, bulletins,  maps, charts, and infographics.
14.  Effective team member who works collaboratively with internal and external partners.
15.  Maintains high levels of professionalism, discretion and confidentiality.
